Who can buy it, and with what money

Two different gates. Whether a platform may be sold at all is set by FCC authorization and binds everyone. Whether a particular buyer may spend a particular kind of money on it is set by procurement law and binds public money only. The same machine can pass one and fail the other.

A public agency
Not with this money

Foreign produced. Public agencies and districts should assume their procurement rules restrict this, and several makers including Unitree also sit on the Department of Defense 1260H list, which reaches federally funded institutional buyers. Private and commercial buyers are unaffected.

The ground robot rule

On 28 July 2026 the FCC added foreign-produced advanced robotic devices over 4.4 lb to its Covered List. A covered device cannot receive a new equipment authorization, and without one it cannot lawfully be imported or marketed in the United States. Devices authorized before that date keep their authorization. That single date is what separates the platforms on this site that can ship from the ones that cannot.
