Who can buy it, and with what money
Two different gates. Whether a platform may be sold at all is set by FCC authorization and binds everyone. Whether a particular buyer may spend a particular kind of money on it is set by procurement law and binds public money only. The same machine can pass one and fail the other.

Drones sit under a different and earlier action. On 22 December 2025 the FCC added all foreign-produced uncrewed aircraft systems and their critical components to the Covered List, with no weight gate. Aircraft authorized before that date remain lawful to sell from stock but cannot be restocked. American and allied aircraft on the Blue UAS Cleared List are exempt through 1 January 2028, and are the only aircraft a public agency can buy with grant money.
